Nation cannot be set with scenario editor

Do not know if this is noticed before, I noticed it yesterday when experimenting with nation value.

If you set an ally leader in scenario editor, set it some nation value, save the scenario, and then close the editor and open it again with saved scenario, the nation has defaulted to same nation value as the c-in-c commander of the side. So you cannot set ally like it is set if you generate an army with DAG.
