Two questions about routing troops

Hello
1. At the end of impact/melee when it's time to move routing troops that have broken in the current phase and there is more than one BG routing(from both sides), who decides which broken BG moves first? Is it the phasing player? If so,could you point it out in the rule book if there is any thing on this?

2.This one is more of a clarification really. According to the rules (p100 - bottom right,last bullet) If it's path is obstructed by unbroken enemy that cannot be bypassed, the BG is destroyed at the end of the phase.
So am I right in thinking that routing BGs can pass through enemy broken troops?

There is a reference to this on Page 106 - right at the top. This relates to the JAP but in my experience most players are comfortable that it also relates to initial breaks too.

I've never seen a situation where this has happened, but you first need to read page 67, evaders meeting obstructions. I believe the routing BG would stop 1 MU short of broken enemy it could not bypass. Routers can only interpenetrate / burst through friends.
