Quality re-rools

Ref. p.24, FOG rule book, why does it matter what the original dice showed? If I decide I want to re-roll the 1's, 2's and 3's, if I am that lucky, then why would I prefer one of them compared to the new (lower) roll? The example offered states "the score is counted as eight"? So what if I need 4's, 5's and 6's to hit?

I think the reference is to re-rolling for a cohesion test where you add the results of the die roll, and in the example the re-rolled score is lower so the re-rolled 2 can't drop to a 1 but is still counted as a 2. In combat situations it makes no difference as you say you need a 3, 4 or 5 to hit. Each die in that case is a single roll the totals are not added up.

The best example to offer for this is if you are taking a Cohesion Test at -3 from a Melle and you are Elite.
You roll a 4 and a 2. Hence after minus 3 you are at 3 and drop 1 cohesion level.

Now being elite you re-roll the 2 and roll a 1. Now you would be at 5 (4+1) -3 = 2 Drop 2 cohesion Levels.

In this instance you will keep the original 2 and thus only lose 1 cohesion level.
