Severe Winter effects on Axis Troops in Finland

Hi, I've read the GS manual, but it's not clear to me what affects the Severe Winter has on both Finnish and German troops in the Finnish Threatre of operations. Could anyone clarify please.

Finnish troops are "winterised" and only suffer the movement penalties of Severe Winter. German units in Finland suffer the normal attack and movement penalties but dont suffer the efficiency loss as they were partially "winterised". Thats my understanding..

I am just playing a PBEM game and my Finnish troops in Russia have suffeted the penalty while those others in Finland have not

The Finnish, Norwegian, Swedish and Russian units won't suffer attack penalties to their units during winter or severe winter. They will during mud.

The first turn of severe winter efficiency loss will apply to all Axis units, including Finland, but the loss will only apply to units within Russian core hexes (1939 Russian border excluding the Baltic states, Eastern Poland and Bessarabia). So Finnish units inside core Russia will lose efficiency, but will not have attack penalties.
