Foot anarchy charges

Now coming to think of it the only seem to anarchy charge within terrain. I just had 3 MF in terrain anarchy charge bosporan MF in terrain for Lost World. I think when they fixed the bug of charging out they coded it not to charge in the open so when in the open they don't charge. I don't know if this is intentional or by mistake.

Just loaded up my test scenarios and that absolutely seems like what it is. If the impact foot (HF or MF) are in terrain and are in charge range, they will absolutely charge at normal rates for the shock foot. Looks like they 'fixed it' backwards in a way (ie to stop medium foot from charging out of terrain into the open - they stopped them charging into the open altogether). I went through all of the runs and each time several of the groups (while in terrain) were anarchy charging while all of those that were in open fields never anarchy charged.

I'm kind of curious if there was any testing done on official channels about this or word about possible fixes if there is an issue (as it absolutely seems there is).
