Armor Penalty

One thing that I wanted to get a clarification on – does the armor penalty in cities apply to both armor attacking a city AND armor defending a city?

I believe it only applies to the attacking unit.

does that mean that defending say Paris with an armour unit instead of an infantry would be a good idea?

Make sure you get in there in time to get max entrenchment, which is 8. Entrenchment level increases 1 per turn. So this means the French armor won't be available for counterattack. So you'll get a strong defense of Paris but lose the ability to counterattack and destroy a German spearhead.

Are MECH units considered Armour, in the cases of Armour penalty?

Armor penalty due to terrain applies both to the attacking and defending unit. So putting armor units in cities or capitals might not be a good idea. Mech units perform better in cities, capitals and fortresses and would be the best ones to put there.

Mech units are NOT affected by the armor penalty.This means that mech units are the best ones to attack cities with.

So building a healthy mech unit force is probably not a bad idea, especially if you're on the defense.

My bad. :oops: I didn't know that either (i.e., armor penalty applies to the defender too).
