Points for sacking Enemy camp should be lost immediately

A player should lose points for having a baggage camp sacked immediately, not after looting is completed by a successful CMT. In the TT game, the points are lost as soon as an enemy BG contacts your unfortified camp or as soon as the defenders of a fortified camp are defeated and the PC game should be consistent with this to make actually losing a camp be a bit more important.

Could also end a battle quicker. There was some dveloper talk about going to a higher loss for losing a camp than just 2 points. I do hope we see this in the next upgrade, because I'm quite fond of saying, "All your camp are belong to us!"

I think the 10% of army attrition points is likely to make it when this gets fixed.
