Can routers shift to avoid bursting 2 BGs instead of 1?

Can routers shift to avoid bursting 2 BGs instead of 1?

Another question that came up at a tournament on Saturday was about a routing unit that had two adjacent friendly BGs in its path that it could not interpentetrate during the initial route move. The router was a 2x2 BG of LH which had a BG of HF and a BG of LH directly behind it so that one file of the routing LH would interpenetrate the HF and the other would interpenetrate the LH. Is the routing BG of LH allowed to either shift by a base to avoid bursting through the HF BG and instead only burst through the LH BG? Alternatively could it drop back one file to avoid bursting through the HF BG?

Or must the LH burst through both friendly BGs behind it since shifting or dropping back will not completely avoid the friends.

If it cannot shift to avoid ALL obstructions then it will move straight with no deviations. In this case bursting through both friendly BG's :)
