In the display window, it looks like an adjacent/with inspired commander gives a net +2 bonus for the combat cohesion test (appears as a +1 twice), others give a net +1. The on line help seems inaccurate for this since it lists a +1/+2 bonus for a commander within command range and an additional +1 for being adjacent.
