German Manpower

In my second game agaisnt the computer on standard, with one step of full advantage to the axis I have killed 6.5 million germans according to the tables (it is the beginging of 1944).
As far as I can tell Germany is out of manpower as they have stoped making units and my Russian meat grinder aproach has run out of Axis infantry to attack and is basically starting the long walk back from east of Moscoe to berlin.

I took Rome so Italy has surrendered.

So the question is, have I actually drained all of the German manpower out and they cannpt npw build anything?

I've never seen the AI run out of anything, including oil. It's just as likely they've stopped railing infantry to the front.

Well the AI has nothign in Italy either, I have the whole country now and all I can see is units defending cities.

They still have lots of planes though...

The AI must have some limit?
