Rise of Rome legionaries

Hi,

For the RoR Med-Roman republican list, there's a base range from 16-48 bases for standard legionaries (Hastati & Principes). Upgraded or downgraded legionaries count for 0-16 bases. Now I wonder if this means that you can have 48 bases of standard legionaries and 16 additional veteran bases plus 16 additional raw bases for a maximum of 80 bases OR of max. 48 bases 16 can be veteran and 16 poor, which would mean the remaining 16 will be standard?

Its a maximum of 48 bases of which up to 16 can be upgraded to Vets and up to 16 can be downgraded to raw
