ROR Army LIsts

I love playing large games with FOG and especially 1,000pt per side games. I have looked through the lists in ROR and although 1,000pt games are catered for some of the armies can never actually reach that size no matter how many upgraaded units etc. that you take. The worst case so far is the Late Bosporans that can only field an army of less than 750pts, and they cannot field any allies to make up the difference. Is there any chance that this can be ammended so ALL armies can be fielded at 1,000pts without allies as it makes for a much better set of lists.

Also would there be any way of making up an army on the DAG and importing it into a scenario that I have made as obviously the DAG is a lot quicker to use than making up an amry and renaming all the troops etc. in the scenario designer.

Could the BG minimums/maximums maybe change according to the points chosen for army size?

That would have been my obvious choice, but unfortunately they stay fixed at the same level. The map size does increase to a 50 by 30 hex map for the bigger games though, so that is good.
