Fortified camps

Should any of the armies in this list be allowed the option of a Fortified Camp?

I'm putting one in the Italian Wars Venetian list as one was used at Fornova (which is best represented by a Venetian army with Milanese allies IMO).

The Caroline Spanish has a non closed redoutb covering their camp in Pavía. I could be a fortified camp.

The Italian wars french must have a fortified camp, they stablished their camp in Gravelinas inside the city walls.
