lists with odd interpenetrating rules

Which are? I have found just Ancient Egyptians from Swifter than Eagles and all the English lists from Storm of Arrows.
There is someone else?

I don't know if you counted these as "English", but there's also Later Anglo-Irish from SOA as well.

For example: free companies dismounted men at arms can interpenetrate english longbows?

Only if the list says they can. I don't think so from memory.

No they can't not in the lists.

Nikephorian Byzantine cavalry should be able to interpenetrate their Skutatoi infantry as they were trained to do from their military manuals. They don't have the option in the army list though.
