Classical Greek query.Light foot ?

Hi

In the Classical Greek list, P8, is a Thessalian army required to have both the 24 Hoplites AND the 24 Light foot ?

See P7 - a Thessalian list only has to have a min of 16 hoplites - but the 24 LF are compulsory.
