Railway's not connecting

Hi , I've always been a bit confused about how railways get connected when you capture towns. In my current game I've captured Moscow and then pushed on and captured Gorky. I captured Gorky about 3 months ago, and the corridor between Moscow and Gorky is quite wide , without any enemy controlled hexes in between.

There are still a couple of enemy controlled Hexes around Gorky, but no enemy units.

I can rail units to Moscow, but not Gorky, and I can't work out why.

Does anyone know the rules that the game uses, my summer offensive to Omsk is hanging in the balance !

Rail moves do do have a maximum distance, so the querstion is where are you trying to rail from? Generally Units railed from just east of Moscow can only make it as far as Berlin so if you're coming the other way I'd say you need to be coming from Poland or you'll need to do it in 2 moves

Maximum rail distance per turn is 40 hexes per turn, to move farther than that distance will take 2 turns.
