Fragmented troops being charged

Check page 168 expanded turn sequence.
First you make cohesion tests for fragged being charged. If they fail they make initial rout moves.
Intercepts occur.
If other fragged troops are now the target of that charge, they test for being charged. if they fail they make their intial rout moves.
chargers then move.
I think that's quite clear but my understanding of where we're unsure is something like:

CCCC

FFFF
SSSS


CCCC is the Charging BG, facing straight down the page.
FFFF is a Fragmented BG, facing them and quaking.
SSSS is a Steady BG, fiendly to FFFF and minding its own business.

So, when CCCC charges, FFFF takes the CT for being charged while fragged and fails.
In response SSSS rolls a 2 on their CT for seeing friends Rout, and becomes fragged.
FFFF now routs, bursting through SSSS, causing them to drop a level of cohesion and Rout.

SSSS therefore has become a Router, but not as a result of being charged while fragged and, according to the turn sequence as written, does not move until the end of the Phase, even though it is now a target of CCCC's charge. :?

That sounds right.
FFFF checks for being charged and breaks, SSSS checks for seeing them break and goes fragged.
FFFF bursts through their buddies who now break and stand there to take the charge as broken troops.
SSSS does not move until the end of the phase. At this point SSSS makes their rout move, the chargers make their pursuit both BG's roll VMD's. If after the rout move the pursuers are still on contact SSSS will lose a base. If not they just keep routing.

I would say the double shock of seeing whats up front run and then plow through you is kind of a stunning act that causes indecision in the ranks and next thing you know your broken and up close and personal with the enemy. The worst of a bad luck situation I guess.

This seems pretty much what the sequence is saying when I come to think about it. Great! One less query to ponder.
