There is nothing forcing them to wheel into the ZoI. They could charge ahead and avoid the ZoI. The player controling the foot chose to redirect his charge such that it crossed the ZoI so it is his problem.

Of course some people maintain that because you could wheel into the ZoI you don't need to test to not charge ...
