Muromachi Detached Followers

In the Late Heian to Muromachi Japanese List (EOD book) the Detached Followers BG is an option for every Detached Bushi BG fielded or is a compulsory BG for every Detached Bushi BG in the list?

It's one BG of Detached Followers for every BG of Detached Bushi.
