amphibious assaults in GS

need some clarification on amphibious invasions. I play as Germans in the 39 campaign I have 2 amphibious "points" does that mean I can only embark two units without incurring penalties? Furthermore when these units are placed on land, do I still have to wait three turns in order to embark new troops?

The invasion points signify how many enemy owned hexes you can invade without incurring penalties. Once you have made the landings you can still invade enemy owned hexes except now you will incur the over point penalty. Different countries have different capacity to replace transport and invasion points . In Germany's case it will take 3 turns to replace your used invasion points and or lost transport points. You can embark your units according to the transport points.
If you go over the limit (transport) you only incur penalties each turn if the number of transports exceed the limit and are at sea. Transports in ports do not count against this penalty. This is explained in the CEAW-GS manual.
