Game Balance

What does changing the game balance do?
Does it induce biased die rolls?
Or something else?

It changes the combat odds slightly but not much but the main change is changing the break points of each side.

That seems reasonable - much better to have the individual combats work correctly and just require a more thorough thrashing.
