Combat POAs for Non-close combat capable troops

Hi,

If I read the rules correctly a MF bow-only capable BG needs to pass a CMT to charge non-skirmishers, but what POA does it "bring" to the Impact and then Melee phase..........is it zero and then the POAs are calculated depending on the capability of the enemy BG?

And not just bow-only, but even bow-armed with others combat capabilities need to pass a CMT to charge.
