Why is Provence remarkable faction and Arles minor faction?

Why is Provence remarkable faction and Arles minor faction?

This seems strange in the grand campaign: Provence as a one region minor county with 4* difficulty and 3* interest is classified as "remarkable faction", whereas the 3-region coastal petty kingdom of Arles next to it is only a "minor faction".
Is there any real basis for this or might these faction be classified the wrong way around?

Hmm What happens to them later?
