Do you think Rome is on the back foot? Usually games about Rome tend to be easier played as Rome.
I think Rome had a stronger military and navy than Carthage (once they adapted to build better ships than Carthage), but Hannibal helped to even the odds with his brilliance.

yes Gaius Julius Caesar, print size and font is good for me, worked well on windows 10 at the time and now on 11
