Gebirgsjagers move through Escarpment?

Gebirgsjagers move through Escarpment?

It occurred to me while playing through Afrika Corps that Gebirgsjagers and other mountain infantry could and did climb escarpments (two adjacent level areas separated by a steep slope/cliff). In the game however, it is unpassable terrain to all ground units. Should the alpine movement be changed to maybe -100 movement instead of -200 for mountain infantry?
