Defending Tartarus Industry Turn 8

So... by turn 8 of this scenario, Ork reinforcements swarm in huge numbers. These units can very easily cap 2 points... because for some reason, Orks simply being near a victory hex lets them conquer it... even if there's a Steel Legion unit on the hex itself.... I'm just... I just don't know why this is a thing. Anyone got a army setup that works? I'm on my 14th failed attempt for this scenario.
