From my observation, there does not seem to be any sort of malus or penalty for failure (intentional or otherwise) to meet promises made, or obligations agreed to in a transaction. Is this intentional?
(e.g., Agreeing to send 4 units in exchange for something. You receive the something and then never send the agreed-upon units. No penalty?)

you won't see your missing anything except some gold when you send units, and maybe some authority.

You make the agreement, the units then appear in the recipients territory, and you pay the gold/ manpower/ metal cost for recruitment, but it is handled automatically, the player has no involvement after making the agreement.

As they say, for units transfer. You will always get them.
For regions, which are promised but lost before the transaction triggers, it should cancel the whole treaty.
