Once a region has been improved with a Mining Exploitation, I feel like a mine for any resource that has been identified in that region should automatically be listed under the construction edict. Finding resources through prospect for resources (admittedly some small amount of unexploited resources will be visible at game start, but this is by far the minority) already involves a large amount of RNG, followed (or preceded) by a large amount of RNG waiting for Mining Exploitation to become available, waiting for yet another RNG to come up favourable is going too far. By this point a clear intent has been demonstrated, and the game should recognise that. More demanding mines, like silver, should automatically appear in the construction edict menu once their own pre-requisites have been met.

After all, the point of construction edicts was described as allowing the player to have some agency over what a region builds, rather than the complete RNG of the basic build options.
