First, Etruscan Army II gets to decide whether to attack Roman Army I. Which we do, i.e., we attack!

Does Roman Army I stand and fight or retreat further?

Operation #3 - Year One

Army Operation

First Etruscan Army make a siege attempt on Clusium :
- roll 6
- wait and see !

Second Etruscan Army attacks the First Roman Army.
If I am not missing something: Battles are declared after moves and an army can declare battle only once in an operation.

Correct. And now it's the Roman Operation #4 (a separate Operation) and you've made your Operation (which was Faction Diplomacy):

... Armies that at the end of the other Major Faction’s Operation is located within the ZoC of one or several Hostile Armies go first in deciding whether to attack...

So we decide to attack in your Operation (i.e., the other Major Faction's Operation).

Ok I think I get it.
We have done our operation actions: Reinforce and diplomacy.
At the end of our operation you attacked.
If I am reinforced to weakened I accept battle.
We are both weakened this is their first battle in this operation. Both armies have 1500 pts, right?

Your army is not yet reinforced to Weakened , because:

An Army that throughout one of its Major Faction’s Operations remains in the hex of a Friendly City without moving, sieging,
and fighting battles will at the end of that Operation increase its Status 1 level, up to but not
exceeding Strong.

Rerad the relevant rule again.
The Status of an army affects its number of Force Points (FP) in battle as well as modifiers to die rolls in Movements and Sieges
I think I was wrong to assume that retreat rules get negative modifier from the status of army.

Only modifiers that apply to retreat are
  • Retreat before battle: +1
  • Draw in battle: +1

But you Romans can proceed with your Operation #5.

The Etruscans chose Army as Operation #4, sieging with both Armies but without any success.
