How to block enemy overstrength

in google it says go to difficulty settings and you block overstrength for each side but there is no such setting in the difficulty list .It is available for your side in the game settings handicaps list at the start only , not for the enemy . I need to do that to stop finding myself facing enemy tanks with 20 overstrength during the later stages of the campaigns .
