battleships overpriced?

Are battleships more expensive than they should be?

They seem to be resistant to most smaller guns, except cruisers at close range, and their primary guns are obviously nice, but their secondary guns struggle to do damage even to destroyers, and once they are below strength 6, even the primary guns are almost useless.

Should they really cost three times as much as cruisers?
