Ehm, the middle one is foundations, the others are construction site.
Clicking repeated on the prereq runs in a small circle.
It usually works, but is this memory corruption?

I can't see the rest of the screen, but perhaps your nation has blocked the construction of the cathedral for some reason?

Nope its our game, where I also had the correct foundation in a region later on.

I’m noticing an oddity as well: the Foundation requires the Construction Site but is also its successor. The DB looks correct, so... maybe a code bug? I’ll check on Monday, thanks for the report.
