Neosoikos building????

I have built these both a few years back and since coming back to Empires.


I don't see any effect from them.

I get report that a ship has been streamlined but when comparing against a non strealined ship then I see no difference.

What amm I missing or is this a bug?

Adding that this is currently in a multiplayer game but I think it was also in solo games I have played years back.
