Question about "Eastern Expansion"

Regarding Indian countries' "eastern expansion" mechanic: Does it matter what kind of troops I send east? Is it just the number of units, or the quality as well? Basically, does it matter if I send 40 peasant militia or 40 heavy cavalry?

Afaik its the strength points. So heavy cavalry should count more.
