Panzer Corps 2 Advanced Settings

I am playing Panzer Corps 2 on a PC with Steam (Valve) source.
Problem:
When I try to play a scenario (Hero of Crete), the advanced settings do not work in the scenario. When I uncheck FOW it does not work as Fog of War is in default (on) when I go to play.
When I set attributes (or even leave the default (2), the traits selection dialogue does not appear on start of scenario play.
I tried searching Steam community and Slitherine but could not find help.

Can you give guidance as to how to get Advanced Settings to work properly..
