Initiative Question/Problem

I have been playing for about a year and I think I have a good understanding of the maths underlying the different formulas, but I keep running into an issue in the GC41 where Russian units are returning fire when it looks like they shouldn't be. The snip here is the latest case.

By my understanding of the math, my attacking units initiative advantage should prevent 80% of its kills from returning fire. You can see the defender only has three strength to begin the fight. My recon unit kills 7 strength outright, which by my understanding should suppress (80% * 7 = 5.6 => 6) strength from ever returning fire, but for some reason only two of the three strength points are suppressed.

Is there some sort of background adjustment to initiative for certain attacker/defender combinations? This has also happened recently with a PzIV vs. T34 battle (and basically similar strengths/spreads). Any wisdom would be appreciated!

I think it's that you cannot overkill, so the actual math is that 80% of 3 killed = 2.4, leaving 0.6 (rounding up to 1) to fire back.
