Editing Strategic Command American Civil War

Hello,

I can't find the specific forum for Strategic Command American Civil War. So, I'm posting here in general.

I'm doing my first edit of the Blue and Gray scenario. I call it "North America". I want to be able to play Mexico and the USA both under player control. How do I set Mexico to be controlled by a player and not by the AI? Please advise.
