FOGE v 1.3.9_Cannot get Galatian heavy infantry as Pontus

Hi,

As Pontus I own 3 out 4 regions in the province of Galatia and have formed the province. I have a training ground and a barracks but cannot get Galatian heavy infantry. I only get the standard issue "Heavy infantry" with the clumsy trait. They are worse than armored hoplites since they are not beseigers. I have also tried the regional decision "recruit local units" in Galatia but that only yields armored hoplites and/or standard heavy infantry, not the provincial unit.
