Another General with BG question

This came up in a game on SAturday. A general is with a fragmented BG after trying to bolster it in the preceeding JAP. The fragmented BG tests for being charged in the Impact phase and breaks. Presumably the general must make an initial route move with the group. Do friendly BGs within 3 MU of the breaking BG and within range of this general get to count the general's modifier for their CTs for seeing the break or does the general lose the ability to affect CTs while routing? (The general with the fragmented BG had not been in the front rank, just to be clear.)

I do believe the you can't use the general, because he is routing.
