Restricted area

Do the rules about restricted areas only apply if you start your turn in a restricted area? Or do they also apply if you start out of a restricted area but start moving through one? I assume as soon as you enter one the restricted area rule kicks in, thereby limiting your ongoing movement?

I'm not sure about this - for example you can't contract in a restricted area but could you contract outside it and then move into the restricted area during the same move?

Yes you could cause the contraction can be be done before the move up to 23 MU IIRC not got the rules here at the moment.
