Can't recruit legions despite having Campus Martius

Hey everyone,

I'm playing Rome in the Rise of Persia scenario (550 BCE). I have built the Campus Martius in Cisalpina (the province is formed) because that's where I got the option to do so. But despite being a Tier 2 Republic, being Rome, having the building, and having other military buildings in that province (including the buildings that allow heavy infantry to be built), I get no option to recruit legions.

Am I missing something? Or are legions just not possible to recruit in that scenario?

I think we are too early for legions in the 550BC scenario, you should find another post by me talking about the same from 2-3+ years ago :)
