multiplayer - swich sides

Hello,
I play big 120 turn scenario and after 11 turns system switches sides.! I was russian and then I manage german forces. It happend to me few times.
Scenario End of The Third Reich (1vs1) 1.0

Is it mistake of scenario or bug in the game?
