Province not created

I have owned these regions for a long time, there has been rebellions which has taken some, there is even a court (which I now demolish) but it would be good if the province just was restored.

Demolish the Domain court was cancelled, ill try again this turn.

I can't see why ... and it's only in MP, so it's suspicious...
