Il-2 Sturmovik reward and denied air force bug

In the 1939 AO I was playing with the denied air force commander trait. In the Warsaw scenario, I exchanged my commendation points when asked and I got the first reward of 18 PZL P.11c and 19 I-15 fighters as well as 17 PZL P.37B, but the second time I traded my commendation points I didn't get the Il-2 sturmovik unit reward.
I suppose that is because I had the denied air force trait. This trait specifies that I can't buy purchase air units, not that I can't be gifted an air unit.

If I recall correctly, this bug appeared for some users due to loading a turn 0 save. I was trying to dig up this specific thread to help, but can't seem to locate it, it's probably buried under some obscure keywords and not something related directly to the topic. In any case, it might be worth trying to reload a save from earlier in the previous mission (not the save directly prior to ending it the same turn, but one form a turn earlier, as it is might have impact on the next scenario trigger), then directly deploying everything in Warsaw and making a turn 1 save after moving a unit or two. Can't say for sure it will help, but hopefully will.
