Companion, still, I do not understand for what purpose you are writing this. I am not an IT specialist and do not understand your design philosophy. But I love military history and use my innovations in the game where, in my opinion, it is justified from a historical point of view and does not upset the game balance.
If this breaks the rules of the game from your point of view, please, forget about it or suggest your 'ideal' option of it.

It essentially was a long-winded version of "hey, that seems a bit too out of place, maybe tone it down a bit? But if you like it good for you."
Oh, the "top-down" is oft quoted by RBS as underlying design philosophy for the FOG rules, it's not mine per se. I assumed you knew it, sorry for missing this bit out in the first post.

Xmas is coming. So... 
Dear Santa Claus,
Make several behaviors for 'cavalry' and I promise to be well-behaved :
1) When adjacent to an enemy, they can either :
- melee without charging
- shoot (shooting option extended to cavalry of the 17th century bearing pistols, such as "Horse" with pistols)
2) When away from the enemy by at least one hex, they can charge. They receive a charge bonus if the last hex is open ground and they haven't fired yet.
3) (to be tested) Interception.
It would work as opportunity fire but wouldn't be automatic. To make it short, if an enemy unit enters a hex in the interception zone of a cavalry unit, the unit may attempt to intercept once. Neither of the units may fire. If the interception is a success, the movement for the intercepted unit must cease. Being optional and not automatic, maybe it is laborious for MP played not simultaneously.

^ "Shooting" in the 2 posts above applies only to "Horse" and "Determined Horse" both with "Pistol (Impact)" (not to Impact Mounted, Heavy lancers...)

Since I started writing this letter (2019), Santa Claus has put under the tree FoG2 Medieval and DLCs, plus a few DLCs for FoG2 Ancient and replied to some of the items of my letter. So he was busy spoiling us.
But being a demanding child, I'll keep on asking him for a P&S2 for next Chrismas.
And I'll keep on annoying him with my ideas about the cavalry...
