Still happens, some turns after updating. Version shows as 1.04.02.
There are 10 kind of hard problems in computer science, naming, cache invalidations and off-by-one errors.

Got it! The message, regardless of who is excommunicated, will be addressed to the player as if he is the target. That's why it appears to be purely cosmetic, as you are not the actual recipient of the Holy See's wrath.
