"Death from above" achievement Bug

I'm not sure this counts as a bug, but I just played through the vanilla campaign mission "Peace of Mind." I wanted the "Death from above" achievement for killing 5 bugs with the Radio Operator's "Dropship Fire Support" ability, but the Radio Operator was not a playable unit in this mission. One was never given nor could that unit be created. The icon where it normally would be on the UI did not exist either.
