V1.0.3.4 problem (solved)

I just installed this patch, and the Regional Decision control right click to recoup doesn't work. It now shows -> and two gold coins. I downloaded the patch from my games on the Matrix site and for some reason it the date on the patch was July 16.
Please look into this issue.

When it shows the ->O it means you get the gold next turn.

Thanks for the explanation. I wasn't aware of the changes to the recoup process.

The tooltip needs to be updated so it's clearer.
