Why Isn't There a Poland Beta?

So, according to the Panzer Corps Day stream, Poland was supposed to launch on that day but it needed extra work? If its that close to release, why not have a beta like every single other DLC. And why have radio silence? I know its not gonna be another Pacific situation but a few words go a long way.
