Which file do I need to edit to make changes to difficulty settings and adjustment to how much equipment is needed to increase metal and manpower storage?

It's in Scripts\Mapglobals.BSF

MIL_MAX_METAL_BASE
&
MIL_MAX_MANPOWER_MBPcoeffH

Note that this will make your installation not MP Compatible!
